How do you report a player for cheating with a Lag switch?

Lately you see more and more people using lag switches which really annoy the heck out of me. The really destroy the thing called gaming!

Now I bought a Haupage HD PVR so I`m able to record my game sessions of Black Ops and today I ran into another lag switch user.
Now I know you kan view the playercard and then report the player and select cheating, but heck Microsoft can`t see the use a lag switch.

So my question is, how can I provide Microsoft with the information they need to actualy see the person in question is a lag switch user?
In this case: [GT REMOVED] so they can do something about it?

How do you recognize a lag switch user?
Everytime you get in front of that person or hit him from behind, his characters stops moving (like your screen freezes -> disconnect icon now and then) and your suddenly death....

Game played:

Game length: 14:48
