To turn off parenting options of any sort I believe you do need the password, however I'm sure a call to the xbox live support will have you taken care of. If you truly forgot the password, just call up 1-800-4MY-XBOX and they will be sure to help you.
And just something to try, go to Dashboard> Family Settings> and try to turn it off.
I don't use family/parental settings but I think this can set you in the correct path for finding a solution.
