Best thing to do is to check with your card provider, they will be able to tell if Microsoft is attempting to take payment. Trying to do multiple payments which fail on a card can lead to your card provider locking the card to prevent attempted fraudulent
If they can see Microsoft is trying to take a payment but aren't blocking it themselves ensure your billing address you have provided Microsoft is exactly the same as what your card holder has including any phone number. Some banks will check online purchases
strictly for the same information coming from the online purchase and what they have on record.
