Having Trouble

I bought dlc's for dragon age 2 and I moved and now I'm trying to download on another console to use the dlc add-ons I bought. I'm keep getting error code 80072746 and have tried all of the suggested methods. Is the marketplace under maitenance or am I doing something wrong?

apparently the error 80072746 is update based and not for DLC?

Did you transfer content licenses? support.xbox.com/.../download-content
