Game streaming to Surface pro 3 help. Slow connection despite great signal.

Hi all.  I'm trying to stream wirelessly from the Xbox one to my surface pro 3.  I can stream but it's super slow.  My data connection via the Xbox app registers a ridiculous 0.5-1mbps.  My router is less than 10 feet away from both the Xbox and the surface.  I have full bars of wireless reception on both and a stable 700+mbps connection on the surface to the router.  This is a 5ghz network on the Asus RT-AC87u.  I also tried it on my old Belkin wireless N.  Same problem.  What could be the issue? 

I've tried:

Rebooting the surface and xbox

Enabling QOS

Disabling the firewall

Making sure all drivers are up to date

Other networks nearby can interfere withy our network, esp. if there's one on the same channel.

I have already looked at the support articles and nothing there is helpful.  I live in the country.  There are no competing signals.  I figure it must either be a router setting or a setting in windows.  I just don't know what.
