So I was wondering, if you game share a game that someone else has bought, but play it for free, would it be fraudulent or piracy? Effectively if you pay for one game but get 2 copies that would be downright ripping the game developers off, wouldn't it?

With the Home setting on the One, you are allowed to share games. However, it is recommended your own console is set as your Home and you're sharing games with people in your own household. But technically you could set any console you want as your Home
and share games that way. So it isn't really illegal, you won't get arrested for it. But yeah, sharing outside of the home, really isn't fair to the developers.
I think that in a certain way it is a void in the rules of the distribution, if it is legal since if you have your home console and start a session in another side you are occupying a double copy of the game. 🤔
As others have mentioned it is against to do it outside your household and passing your information to other people is against the Community standard/ Code Of Conduct. So I would keep it to within the house hold rather than breaking any rules.
