Hello again, have you checked to see if there is a firmware update for your router ? Having the latest firmware can fix a lot of issues. Looking at the Belkin website the IPsec pass-through option is under the VPN settings somewhere.
If you get stuck then post the model number of your router and I'll dig a little deeper. Try the firmware update first though.
