error code PUR3001-settings wont allow purchases

Whenever i try buying literally anything a message appears saying- change your settings to allow purchases:your settings are blocking you from buying or downloading free or paid content. Yet my settings (despite the fact it doesnt let me change them) state clearly that my account is aloud to buy and download anything, but no matter what i try to buy the same message appears. Also when i entered some codes for content on DR3 the day i got the console (day after release) they worked fine, id appreciate a lot.

I have the same problem and Microsoft don't know what it is or how to fix it!! Waste of time

When I go to my settings I can't change any of them, which is annoying but surely it shouldn't matter about that seeing as the option to pick what I'm aloud to but is stuck on "anything" anyway?

MS customer services were pretty useless when I phoned up. Got 3 Xbox ones. One for my kid and he can't purchase a season pass for Ryse, but he can play it. All restrictions are off and he can make purchases on Xbox 360. The only thing Ms said was check website for Ryse and see if they have any restrictions on content for child accounts.

Same problem here talked to support who put my case up to a high priority and now they won't reply.

I don't know if you guys have this or not but when I first started my Xbox gold membership I got mixed up and put in a parent email (a friends email) and I started it up. It says I have to log into this email and change the settings because theyre the parent account. I do this, change the settings, and still nothing happens.

I did the same thing as you @unicorn wafflez. The problem is I can't even remember what email I put in as my "parent" email. Is there any way to actually find out what the parent email is?

I'm having the exact same problem. Just two days ago I tried to buy Battlefield 4 Premium, but I got the exact same response, error code PUR3001, your settings are blocking you from purchasing or downloading free content. I checked the parent account and my account, and no settings say this. In fact, I should be able to buy content. But I called support twice and one guy had no idea how to fix it, and the other one blamed it on the fact that Xbox services were down. I tried after it went back up, but have the same problem still. I just don't understand why you block a user from purchasing content, or why you wouldn't try to fix the problem.
