Error code: 80162711

I am trying to add points to my account in order to purchase something, but every time I click on the "800 Microsoft Points - $9.99" button, I keep getting this error:

"Can't retrieve information from XBox Live.  Please try again later.

Status code: 80162711"

This has been happening for a couple weeks now, so I know it's not just a temporary issue.  If anyone could help out, I'd really appreciate it.

Have you recently changed your Gamertag, WLID, or account region via Migration?

When was the last time you were able to purchase points with a payment method (not prepaid codes)? Have you ever changed your GT, WLID, or Region?

Thanks for the reply. The last time I was able to purchase points with a payment method was a few weeks ago, maybe a month. I changed my WLID one time, probably around six months ago at this point.

This issue has been resolved.  I knew that it was an issue with my account, since I've been having issues with my WP7 as well, but I wanted to get as many people helping as possible.  The account issue has been resolved, so everything works again.  Thanks again for your help.
