As you've discovered, this error typically means that the Windows Store is unable to install an application.
Please try the following:
Press ctrl-alt-delete to bring down the lock screen.
Press the white on/off button at the bottom right-hand side of the screen.
Choose “restart” from the shut-down menu. Please note that you MUST choose “restart” as the other options will not restart your Windows session.
When the PC/device comes back up from the reboot, press the Windows Key + R
Type wsreset.exe in the box and then press enter.
The Windows Store will pop-up and you may now try to reinstall the app.
Also verify that you are logged in to your Windows Store account. To do this, try the following:
Hover over the top right-hand corner or swipe from the right to bring up the Charm bar
Select Your Account
If you continue to experience problems, you may have an issue with your Windows Store account. Unfortunately, we do not have access to the Windows Store accounts of individual users. Please visit http://support.microsoft.com/
