Does Xbox -> PC Streaming Use Carrier Data?

I was playing Gears of War (Xbox 360), digital download on the console, and streaming the game to my PC. I checked the data usage on my console and it said I used upwards of 20Gb in the couple hours that i was playing. I would like to know if the program is bugged, since the console thinks it is streaming data over the local network it will still add onto the "data used" in the bandwidth information, or if using the streaming service or backwards compatibility over digital downloads actually uses carrier data.
