Credit card decline fee?

This past Friday I tried pre-ordering Destiny: The Taken King. Now, I know for a fact I had more than enough money on my card to purchase this but a message popped up saying "We couldn't get authorization for this card" several times. I just used this same credit card about a month ago to purchase something on Xbox Live and it worked just fine. Then when I went to check my balance on my card, I was charged a $3.00 "decline fee" from Xbox Live. Why was I charged for Microsoft messing up?
