Greetings! This error code is related to a payment method authorization failure. Definitely check
https://billing.microsoft.com and make sure everything is configured correctly according to this sticky
forums.xbox.com/.../153161.aspx. If everything looks good on your end I would encourage you to get in touch with phone support. They should be able to work with you to resolve the problem. :)
