Code 80153021 billing account locked.

Hello I have a problem when i try to purchase something on Xbox Live or use a prepayed card. A message saying that my billing account is locked and does not accept any purchase. There is this error code: 80153021 What can I do?

   Solution 1: Verify the billing information for your Microsoft account. Here’s how:

       Sign in to your Microsoft account.

       Click Billing.

       Verify your billing information.

       Sign out of your Microsoft account, and then sign in again.

       Sign in to Xbox Live, and then try to download the content again.

   Solution 2: Try your purchase again later. Wait and try the transaction again in 24 to 48 hours. When multiple purchase failures occur, it can prevent transactions from being processed until no purchase attempts have been made for a while (usually 24 to 48 hours).
