Can't download points(reps said i'm banned)

I have no idea what's going on and it is really frustrating but i've spoken with two xbox live reps on the phone and they said i was banned and i was like there is no way i haven't done anything to get banned, i can still use my account but i can't purchase anything frm the marketplace or purchase points.Can someone please help me oh and the error is 801169d94.

It looks like the information for your credit card does not match your personal information.  You will either need to go to billing.microsoft.com to correct this or contact support and speak with billing to solve the issue.  Billing has locked you out until this gets resolved.
