Cannot Resolve or renew my account

I keep trying to re activate my Xbox LIVE account via PayPal which i had active for a year on the account. I keep trying to re activate it and I keep getting the "Sorry, we couldn't get authorization for this. Use a different or new way to pay, or check that your billing address is correct. If you have more questions, your financial institution is the one to ask. Status code: 0x80190848." message. My billing address and EVERYTHING is the SAME. I'm about to no longer give xbox and Microsoft my business if this doesnt get resolved, because there was nothing to cause it to be declined.
