Cannot play any videos that were bought on or before 10/7/2009 on my PC. Why?

When I check the purchase history, the record of my purchase is there, but says "not available" to each item listed as purchased on or before 10/7/2009.

Content that was purchased on the Xbox console before the Video Marketplace changed to Zune Video (which this most likely was) will only be able to play on your console as that is how they were originally licensed.  When the Marketplace  changed to Zune Video and (and now Xbox Video) the content you purchase is more than likely going to be available on both the PC and Console.  However, there are some exclusions where it's only available on the Console.

So there is no recourse whatsoever? I have to buy the same videos over again? That doesn't seem right.
