Cannot download games

I have been trying to download games fro 4 days now.

I purchased a game, said can't download. Phoned support, they could not solve so they refunded my money. Told me to:

Delete from memory, clear cache, then download a demo.

Demo worked... so I phoned them, asked if it would be safe to download another, answer: yes.

No go. So here is the deal.

I have deleted from memory, cleared cache

Phoned internet provider signal, clear, strong and steady at 13 kb/s and 1 kb/s

Deleted Rights Data base

Restored modem to default

Formatted HD

So any suggestions now?

FYI I CAN download demos just fine, it is PAID for content that I cannot download...

 

PLEASE PLEASE HELP ME! My kids are FREAKING out because they cant play the new black ops annihilation :(

Yes I have a hard drive, and I live in Canada, and yes, my live account matches that.

What's the exact issue when you try and download that content? Are you getting an error message, or is it failing to complete? The download speed you listed is very slow.

Ack! Sorry, im not a computer person, it is 13-15 MBS not kbs.

When I try and download it comes up either 40 KB with an unknown name, or sometimes comes up with proper file size, and its name, but says corrupted.

One thing I think it COULD be... is that living on the US Canada border, I recieve my signal from the US, it is through a canadian company, but they purchase the signal from the US side, I had problems with netflix  because of this... I received a response from xbox to contact my provider and get it fixed, my provider says it is something that xbox has to fix, now I am stuck with no solution, even though I really dont know if this is the problem. I have been downloading marketplace items for 7 months now with no problem...so.... ugh I dont know what else to do :(

Keep in mind, I CAN download demo and free content just fine, including updates etc.

I have had this issue before. What happened to me was that at the time I was downloading the server was very busy and kept kicking my download off without reporting it. I waited 48 hours and tried again and had no problem. Sometimes it is the timing. Another thing I heard from another player I know is that their route was closing ports on them, and the router had to be replaced and the download worked.

May not answer the problem but might be an option to look at.

I have been trying for 5 days now with MANY dozens of attempts, including in the middle of the night, in case traffic is high during the day or evening. Keep in mind, I CAN download Demos, updates, etc. I have also double checked and made sure that my router ports that are needed to be open are open. And to everyone Thank you for taking the time to help me I appreciate it very much, any further suggestions I am totally open for. Does anyone think I could possibly have a HDD issue... I am thinking not or else I wouldnt be able to download anything, not JUST market place paid for products...

Hey mate, I'm afraid that the region mismatch is likely the issue here. Black Ops DLC is tied to the region it's purchased in, and will have conflicts with a disc, LIVE account, or connection if any of them don't sync up. Your best bet would be to use a US account, game disc, and DLC; alternatively, you shouldn't have issues if you can play on a Canadian connection.

Wouldnt I get a region error message if this was the problem :( I do not, it just says cant download.

One other issue, I was told my xbox via email to delete my rights database... went where they told me, and I do not have a rights data base well its not where they say it should be anyway...

Delete the rights database and clear the console cache

1.  Go to My Xbox and then select System Settings .  

2.  Select Memory .  

3.  Select a storage device.  

4.  Select System Items .  

5.  Select Rights Database .  

6.  Select Delete . Select Yes to confirm the deletion.  

7.  Now that the digital rights database is deleted, you need to clear the console’s system cache.

I have nothing there that says rights database... is there anyway i can get, or restore such a thing :)

Often the region mismatch issue will manifest as that 99% error I'm afraid. Black Ops has been especially strict in that department, too. Just to be sure, do you have a friend with a Canadian connection that you could test your account/console on?
