Cannot confirm download

ill be quick im buying game add-ons for a certain game and for some of the content when i purchase it everything goes fine until i check my storage device that i have for my xbox 360 it isnt there i checked my download history it shows that i have not downloaded what i have selected and even has the price on the market place however i recived an email from microsoft confirming i downloaded it and yet when i go back and try to redownload it it keeps charging me and its not even downloading it what should I do?

onyx62is suggestion is right. You also might have purchased the item with another profile. Double-check your profies :)
