can't retrieve information from xbox live status code 8382012D???

It keeps giving me this error when i'm trying to get the 2$ for 2 months special!

Ive tried with 3 Credit cards only one gave me this error the rest gave me another error because xbox is to lazy to fix them!

Respond ONLY if you can help i don't need people saying "OMG I ALSO HAVE THIS PROBLEM BLAH BLAH BLAH!!!!111"

If you are currently a silver account, this may be the reason why, there is a glitch currently that requires a gold account to buy a gold account.  Try using a prepaid card, and then purchasing the $2 for 2 deal.
