This could be related to the fact that Halo 2 is no longer playable online (because of the Xbox original server closure). I've not tried myself, but if the option is there, install the disc to your harddrive by pressing X when selecting the 'Play now' tab in the 'Home' hub on the dashboard.

Halo 2 should work fine offline.  I know that because it works for me.  It could be that you have a problem with your xbox dashboard software.  Usually the only way to solve it is to remove part of the software and reinstall it again.  If you follow the steps on this website support.microsoft.com/.../en-us it should hopefully fix this problem for you.

Hi,

Halo 2 is an original Xbox title you need to have an original Xbox 360 hard drive for that game to work along with the latest dashboard update. You should have the latest dashboard update if you are able to connect to Xbox LIVE.

The reason why you're getting the generic "The game couldn't start. Try downloading the game again" is because more than likely you do not have an original Xbox 360 hard drive. If you have a hard drive that was purchased from a 3rd party like eBay or Amazon Marketplace those are two retailers that usually have individual sellers that put up fake/knock off hard drives.
