Do you have the disk in the drive? Even though a game is downloaded to the hard drive, you still have to have the disk in the drive in order to launch it. The system will spin the disk for a second to verify that it is there, and then everything afterwards will run from the hard drive.

What happens when you try to play the game? Do you get an error message or any kind of notification of a problem? Can you play the game without installing it?

I go to launch the game, and once I click play game it goes to a black screen to initiate it's loading, but it goes back to the dashboard saying This Game Cannot Launch, MW2 Failed to Load.

Sounds like a bad disk to me. Assuming the disk is legitimate, you might try getting the disk buffed if it looked pretty scratched. That's about the best advice I can give...
