Can you include Family in other countries with your Family membership?

I'm trying to purchase a family membership and can't find any answers to the questions I have. Here's my situation... My son and I are in two different countries. I'm in France and he's in the U.S. and the family membership seems like the best way for me to know exactly what he's up to on his Xbox. He's a great kid and only 7 but we all know what dangers are lurking around on the Internet and this will help me keep some sort of control over what he's viewing and/or playing.

My questions are:

Can I reactivate our once separated accounts into a family account residing in two different countries? Is it just best that I purchase a Xbox Live Membership from our residing countries? Even though my locale is Europe, can I purchase a Live Membership from the U.S. and use it? (It's much cheaper that way).

Please give me your take on the situation. I would greatly appreciate it. I'm sure my son will too. LOL.

I believe all members of a Family Plan must be of the same region on their accounts.
