Can Not Purchase Xbox Live Gold for my New Account.

Hello everyone, I have just recently made a New XBL account, and since I no longer get the free month from Xbox, I decided to purchase XBL Gold using a Master Card. Now, my problems began with the sign-up options. When i went to purchase XBL for the $1 sale for new accounts, it gave me this error:

Can't retrieve infromation from Xbox Live. Please try again later. 
Status code: 80190848

Which kind of made my angry, because after that i went to buy it again, and i no longer had the $1 option, so.. I thought "Alright, ill just but the $10 month then.." so I went to purchase it and guess what popped up? Yup..

I just thought it was something with the account i made, no such luck, it still came up with the same message on another new account. Now some of you may think that it is my connection, but i have checked my connection, I went on my Current Gold Main account and even played a game of Black Ops, so that is not the issue. I am American, i don't know if that helps.. but any help would be great. Thanks.. and again..

Try going to billing.microsoft.com to make sure all of your information is correct. You may want to try removing your payment method (if possible) and re-adding it to see if it will work. Otherwise, you'll need to call support to have them help you sort it out.
