Armed Forces in other Regions having problems downloading games

~I am in chat at the moment trying to help a soldier in Japan. He sent me this and I do not have an answer to give him except to call Xbox and have them try to remedy this problem. To which I feel is a BIG problem. His chat message:~

Hello, I live in the Armed forces pacific area in Misawa, Japan. with the difficulties in obtaining american region locked xbox games, I have been trying to download them from the online store, however I am told that the product is not available in my region, even though APO should be listed as a united state territory. is there any way to solve this problem?

You have been connected with Xbox User [4745].  You may begin your chat.

DAK DSO says

To be honest, I do not have an answer for that. But, you can try to call 18004myxbox and they should be able to give you any answers you have about your situation. I hope they can help you. I do know that other Armed Forces have access to Xbox live, but am not sure how they get it.

Xbox Ambassador 01 says

I have full access to all xbox live abilities, like online play and netflix. I can simply not download actual games. Arcade games still work.

DAK DSO says

oh....hmmm, this is a new one to me. Do you have access to buying the games and having them sent to you?

I am not sure on why you cannot download them.

lemme look and see if I can find an answer

Xbox Ambassador 01 says

I do sometimes, but even then many places do not send to Misawa. I normally order from _amazon.jp, but since xbox is region locked I really can only use that for my playstation

~ I do not know what kind of answer to give him, and to be honest, I am a little bothered that our soldiers are having this problem!~

You can't it's a violation of the terms of use to do so

Ms  has to follow international laws governing content

Region locks is not a bug it's treyarch's way of complying with international laws

There is no work around it is upto the military to provide access to us content via a us connection since you are using

I know they provided such connections to Iraq and alghnistan bases

But as you are using local Internet service they also have to comply with local laws

The only work around is to get a us service provider from your base or from a provider sprint Satilite Internet is one

You cannot get around them, you would be violating the Xbox LIVE policy if you do so.

Major Nelson mentioned (in May) that there are now options for "Armed Forces" billing addresses on profiles, but I don't know that that gets around the region locks of add-ons. There might not be a work-around, since several factors have to match up for the region-locked map packs.

(In fact, that very page's comments have a lot of feedback that the Black Ops map packs still can't be downloaded.)

it just means that military members can use US creditcards for US accounts

however since the GEOIP issue is more of a isp issue as it is a japanese isp and japanese gateway it is not a MS issue

you need a US gateway

goto www.ip-adress.com/ip_tracer

that tells you what your GEOIP is most likely its going to be JAPAN

regardless of where you are in the world its how your gateway resolves on the internet that decides how and what services are provided

Talk to the military it is upto you or the military to provide your own access not ms

Like everything else they have to abide by international Laws

Only by using us ISP which then would be regulated by us laws if they are allowed to distribute in the foreign land

If using a foreign service the foreign service cannot exceptions they have to abide by their local laws
