Account problem

I wanted to buy a game via pre-paid code + paypal, but xbl says "there is a problem with your account, go to account.live.com to solve the problem"

i already added my fifth secure email and changed my password and did all the security things, but it still does not work

has anyone had that problem too? can u help me?
