Account Blocked

OK, when I try to reedem a code this pops out "

"Your account is blocked from buying in Xbox stores"

I now that there are only 2 reasons : Account banned or blocked, or parental control stuff...
I change mi Billing information TODAY , later I tried to reedem a 3 Month Gold code and the error CODE is "Xbos-0x8016A04B".Can anyone help me? Thanks

Oh .. I see there is a Xbox Live service Alerts... that says "Gaming an Social " LIMITED, I really do not now if that is important.
