Whenever i try to buy Burial at sea, this error shows up. I also don't have access to my account info. X box live is connected and working.

If i try to buy from the site, it doesn't load.

My account may be locked. I have a phone, and 2 email security spoofs and a viable payment method.

Firewall was checked, as was my network connection. console cache cleared.

This may mean that your account is blocked from accessing certain kinds of content. Check out a couple of solutions from the these support pages: support.xbox.com/.../error-code-8c230002 - As you've said you don't have access to the account information, you might not be able to perform some of these steps. If that's the case, just contact Microsoft support (support.xbox.com/.../contact-us) and they should be able to help you out :)

thanks, but I tired all those, they didn't wok. but I submitted a ticket with the support guy's help(thanks!)
