xbox wont let profiles connect to live

neither of the profiles on my xbox 360 can connect to live. one giving error code 80151011 and the other giving 80048821.

all passwords and emails are correct, internet connection is fine.

have tried clearing the cache, uninstalling and re-downloading system updates, moving and re-downloading the profiles.

any help would be appreciated

Please check to see if you have 2-Step Verification on by visiting this page here.

If the page says "Your account is protected by two-step verification" then that means that you'll need to generate an App Password (scroll down on that same page to do so), and you'd use that password that's generated to login to your console or download your profile to your own Xbox 360 or any other Xbox 360.

These steps above only apply if you have 2-Step Verification on. If you don't have 2-Step Verification on then please try the steps below

You would also want to make sure that you have your security proofs filled in properly like an alternative e-mail, phone number, security question, etc. That can also be done on that same page linked above.

Please follow the steps below exactly as they are written:
 

Delete your profile (profile only), clear your cache 3 times in a rowrestart your console, and then try to download your profile.

Delete Profile Safely:
 

Go to Settings, and then select System.
Select Storage.
Select All Devices.
Select Gamer Profiles.
Select the gamertag that you want to delete.
Select Delete.
Select Delete Profile Only.
 

Clear System Cache, don't forget to do it 3 times!

Go to Settings, and then select System.
Select Storage.
Highlight your storage device, and press Y.
Select Clear Cache, and press Yes (Do this step 3 times in a row).

Restart Console

Download Profile: 

Push the middle button on your Xbox 360 controller.
Select Download Profile.

Note: If you don't see Download Profile, press the blue "X" button on your Xbox 360 controller to sign out of any profile you're currently signed into.
