Xbox was fine when packed before our move. Red Ring upon unpacking

I do help something can be done as I just payed $100 US dollars to have my sons XBOX fixed for the 2nd time. It's the Halo version we moved from Utah to Peru we unpacked the Xbox packed in bubble rap to the point you could play basketball with the damn thing. We plugged it in with the proper voltage converter red ring came up. I am a American living in Cusco Peru we barely found any support for the Xbox here until a family member pointed us to a Tech. We are getting error code 335A-351F-1380-0702-C000-0099 searching this code people are saying it's a code that comes up when tampered with or hacked. In the USA the red ring cost $60 I figured here it would be a little more expensive. I'm sure moving to another country would through some settings but seriously we pay a year in advance for Xbox live for our son please tell me this tech didn't *** something up inside and I have to ship it to the USA to get fixed.

Repairing the console is not an option if a console ban has taken place.  The only option is to purchase a new console.
