There's a current issue with the friends activity, that is normal, but if you are a minor or haven't promoted your account to adult you will need the parental account's password to accept ToU. If it's forgotten you can reset it at account.live.com.

Once you have reset the parental password or input the parental password and if you are over the age of 18 you can promote your account to adult by going to My Account over in Settings, arrow over to the right twice to the Your Information area and select Promote Account. It will require the input of a valid cc (no charge) to prove you are of age. I don't believe it has to be in your name.

-If you were a member of a family pack at one point, and are over age you still are required to promote your account, and if your being stopped by ToU you will still need their password, I don't believe support has any way around this either.

I AM NOT A MICROSOFT EMPLOYEE NOR FORUM MODERATOR. However I do know a lot about acct recovery.

Did this solve your problem?
