Xbox One "on" command not working?

Hey so i have my kinect all set up and all the other voice commands are working its just my "on" command is not working? any ideas? I live in australia if that matters.

 To use the “Xbox on” command, your Xbox One console must be in Instant-On power mode. If your console is in energy-saving mode, the console and sensor are turned off and not listening for voice commands.  The “Wake up Xbox by saying ‘Xbox on’” setting must be selected in Power & Startup. I have done all of this only issue is there is no option for "wake up xbox by saying xbox on" to choose? where is this option?

It might sound a little silly, but get very close to the sensor when you say it. A few users have reported the Kinect proximity isn't picking up when the system is off, but it works fine once it is on.

Same issue here, I use Cortana. It stopped working for turning it on. It works fine once I manually turn it on.
