Xbox One HIGH Packet loss

So I've been struggling with Destiny for a while now, always getting laggy connections and whatnot.  So I decided to run a detailed network statistics.  It shows that I have a perfect down and upload speed, along with a good latency (for my connection) but my packet loss is anywhere from 75-100%.  I thought this was strange so I kept testing, same thing.  I want to note that I'm hardwired in, and I checked the modem on my pc to make sure my xbox was still in the DMZ and all firewalls were disabled.  I check my connection on my computer, displays the same down, upload and latency but on my pc i have 0 packet loss.  What is up with this?

Xbox Live is currently having service issues, because of this your console can't contact the servers which results in high package loss
