Hey this may by a technical error if its new i would try and return to whoever you bought if from for a refund or replacement or if you want to you can go through support and book a technical appointment

Does it do this just for one disc or for all of the discs you have?
First check this out
support.xbox.com/.../disc-error It gives tips on how to troubleshoot the disc drive on Xbox One.
If its just for the one disc, I suggest getting a new one. If you still have the receipt for it, then go back and exchange it.
If its for all of the discs then it could be a problem with the Xbox and if you still have the receipt, you can go exchange it for a new one.
Or if you want you can go to
myservice.xbox.com/.../Welcome.aspx and register your Xbox and have Microsoft fix it after making a service ticket.
