I have a silver account but when i try upgrading to gold i confirm purchase but then it just takes me back to the membership options screen again, and i have registered all my card details

Are you trying to do this on your console or website?  I have found that website works great for me, just click on my account in top right, then upgrade/manage next to avatar and choose the sub you want.

If that doesn't work for you, go to Billing.microsoft.com and make sure you don't have any outstanding balance.
