Xbox Live Friends Removed From List?

Hi, I recently had trouble logging into my Xbox Live account and tried to recover it during the downtime. This deleted it from my console, and once the outage was over, I attempted to redownload it. This worked, but now every single one of my friends have been removed from my friends list. When I attempt to send one of them a friend request, I get an error both on the Xbox website and on my console. As an added note, I am not allowed to log into Xbox Smartglass. 

Does anyone know the reason as to why this would be happening?

Hey guys, don't worry, your friends aren't gone, the friends and messaging services are down. Until they're fixed, you won't be able to see your friends or send messages. I don't think you'll get anything free for this problem.

I know right I was so pissed off but thank god my friends still have me on their lists but my friend curly skydiver joined me when I was playing halo 4 that's how I know Microsoft better fix this its no fun playing on xbox live without friends
