Xbox live family subscription/Account banned

Ok, i have the primary account on the family plan permanently banned. Now i have 3 working accounts and i want to know if on christmas when this plan expires if i can use one of these 3 accounts i can renew the plan but make it primary and also get a 4th account added since i have no use for the banned account. I mainly want to keep all the progression that im gaining on these 3 accounts. Is there a way to maybe sign up for a new family plan on this account when it expires and somehow add those other 2 to it so that i dont lose those? or will i have to add 3 brand new ones as i did last year? I want a clear response to this because ppl seem to not know for sure.
