Xbox Live account down?

For some reason my Xbox live account is down, i pay monthly and on every 8th of the month but its asking me to subscribe to xbox live again, but when i use my current card i  get   "This payment option is used on as many accounts as it is allowed to be. Remove it from those accounts and try again, or add a different payment option" i have tried with a totally different card and i get the same answer not sure if this is me or a problem with the Server?
