Xbox error 80169D94

I called support and we tried to go through this error and after an hour she told me i was banned? And i never got a message for being banned or was emailed. I've been playing xbox just fine but whenever i try to redeem a code it gives me the error. It does the same thing for my brothers account as well. please help!

She may have been referring to a billing violation. You can check https://billing.microsoft.com to see if there is a past due balance on your account.
