Things you have tried:Emptying System Cache, turning off modem, turning off xbox, reset modem
Is UPnP Enabled? It is turned on
Is NAT Type Open? YES
Any Error Codes you encounter:

W: 0000 - 0021
X: 0000- F001
Y: 20A8 - 4840
Z: 0000- 0000
ID: FFFF - FFFF

What type of internet do you have? Cable
Who is your ISP(Internet Service Provider)? Shaw Cable
After you run "Test Xbox LIVE connection" and click on "More info", what is the exact message shown on screen?

X: 0000- F001
Y: 20A8 - 4840
Z: 0000- 0000
ID: FFFF - FFFF

Story: got highspeed about month ago, all was fine with XBL, but then about a week ago I started to get disconnected within like 5 minutes of logging on, twice i was able to play without worries, but the problem and error code always come back. From what I see, a few others have also gotten this code.

mabey your router is blocking the xbox 360s port ????????? mabey you should look into that
