X1 Kinect Controls TV on different Input

I was reading the CNET's review for Xbox1 that just released.  Below is a quote from the review stating that you can control the Cable TV through Xbox1 even when its on a different input rather than being connected directly through the HDMI on the XBox1.  How is it possible to do that? It would be great because then I could hook the Roku or Apple TV to the Xbox1 instead of the Cable TV...  Can anyone clarify?

"After nearly two weeks of having my Verizon FiOS connected to the Xbox One, I'm contemplating routing it through a separate input. While I won't be able to use the Xbox One Guide nor snap live TV to a game, I can still use Kinect voice commands as long as the Xbox One is on."

It has an IR blaster so X1 can act like a remote control.

The IR blaster sends a signal to each of your devices you have setup through your X1 when you say "Xbox on"
