wireless controllers defect

i have a brand new x box 360 i received for christmas and two wireless controllers, one works fine, the other is defective and will not sync, have been thru customer service which was a disaster after i paid 15 dollars to ship the defective controller back it took several phone calls and my proving they received it to get them to return anew controler amonth later. while i cant prove it i believe they just sent back the one i returned, it has the exact same defect and will not sync with the console. I am not spending another 15 dollars to go thru the same process again effectively repurchasing a controller, but i will post the experience on face book etc.

Just out of interest, what was the 15 dollars for? Was that just shipping charges, because I think microsoft offers free postage for in-warranty fixes.
