Wired controller has 2 lights lit up even if the console is off

My wired controller lits up once i plugged the console to a power outlet even if i didn't turn on the console yet. The 1st and 4th quadrant is lit up and i can't use my controller. I tried all sorts of unplug+restart, remove disc +restart, remove power cable, etc.. and it still won't work. 

Does this mean my controller is broken or something? Seems to me like it just hanged or something.

so even the wired controller is charging? I didn't know that. Note that the controller i have is not a wireless controller.

I think your controller is charging.

You said you've a wired controller, so if it's plugged in the Xbox the green lights will not turn off, it indicates your controller is charging.
