Who is responsible for monitoring hacking on leader boards?

I was recently playing Resident Evil:  Operation Raccoon City when I checked the leader boards to see where I stood, (Hint:  Really, REALLY low on the totem pole!)  On a couple of sections of the leader boards, the top places were taken by people with obviously modded accounts, (EX:  Someone with the top XP spot at 710  while the number 2 slot holder is at 29,234.)  I was wondering out of curiosity who monitors these.  Is it the game developer, publisher, or the console makers company?  I've already submitted formal complaints thru the Gamer tag File A Complaint section, and have no further plans on pursuing them in some sort of personal vendetta.  The proper actions were taken and are now in Microsoft's plan.  I was however curious to know which who is usually in charge of dealing with these types of situations.  Thank you for your time.
