what is error code 8015404C and how do i fix it

when i try to upgrade my child account to an adult account i get this error code after i put in my credit card info

When using your card on Xbox Live, is the card valid. Also, is the service able to take money out of your account. It generally takes 10p out of your account as proof that it exists. Also, I am thinking it may need to be a credit card as you need to be 18 years old to have one. Where as a Visa Debit, you can be 15 and over.

Please try contacting your bank to see if you are able to take money out of the account and if that proves to be un helpful. Please contact Xbox Live support team via the http://support.xbox.com and then click onto contact us. You may also want to ring Xbox Live support on your toll free local number.

Remove the debit/credit card that is already on the account and then "Promote" the account. Worked for me.
