Tyring to update payment information and getting blocking error stating "policy violation" . Have I been suspended?

If you check the email address you used when signing up for Xbox LIVE you will find out. Xbox will send an email stating what condition or term you have broken, that's If you have violated the Code of Conduct or Terms of Use. 

Be sure to stay up to date with the current legal documents.
