Upgrading Xbox Live wont work

Right everytime I try to upgrade my xbox live account to gold membership through my xbox, all I get is a status code: 80190864, and everytime I try to do it through the website all I get is the damn thing saying I've found a glitch? Can anyone enlighten me on what is going on?

Since it is happening on both your console and the website, there may be something wrong with your account billing. 

 

Visit the billing site https://billing.microsoft.com and check your details are up to date.  If you have any old expired credit/debit cards remove them and add new ones. If you can't remove them you will need to call support and go through to billing.  Until you do, you won't be able to purchase anything online or redeem any codes.
