Unable to upgrade my account to Family Gold

I've tried several times today to upgrade my account to Family Gold and I get the following error message.

This action cannot be performed at this time. Please try again later. For more information, go to http://www.xbox.com/support.

I've tried 3 different payment types and they all do the same thing. I've used one of them several times in the marketplace without issue.

Also, I stupidly put on my PayPayl account and now they won't let me remove it.

I do NOT want to call Xbox Support and have to tell them my CC information over the phone.

Please help.

That being said, this sounds like a billing issue with your account. Had you previously had an outstanding balance on your account? If so, you would need to call our Phone Support team to settle the balance before making other purchases. support.xbox.com/contact-us

I've never had an outstanding balance on my account. I've paid my account in full every time.

If you try and upgrade on the console, what error message does it give you?
