Unable to update via Live, USB, CD/DVD options

I have had issues since I got back from Afghanistan in October and unpacked the xbox 360 from storage.  It will not update here or at a friends house that has another internet provider (and a working xbox!).  I have tried Live updates as well as USB/CD/DVD updates but all fail.  I have factory reset the xbox, wiped the drive/cache to no avail.  The Live code I receive is 4099-40a3-a080-1200-d000-0034.  My current DB is 2.0.16537.0.

I have nothing stored on my local drive, I have tried connecting the xbox directly to the cable modem but nothing makes a difference.

When doing trace route on live the last hop is #13 at 207.46.43.210.
I would really like to get this thing updated!  Let me know if I need more info, I'm ready to work this to completion.

It sounds like you have tried just about everything, but can you verify and attempt the steps listed in our Troubleshoot Console Software Update Problems article? Another important question we would need to know is where the console was purchased. Let us know when you can!

Tried everything in that thread already except re-seating the drive.  Not sure why that would matter since it's never had issues with reading the drive.  Went ahead and did it anyway to no avail.  Also, can't download my profile again as it just prompts me to update xbox Live before it would let me, and we know how well that's working at the moment.  Hope you have something more than a generic fix up your sleeve, I would have fixed it myself if the solution was in the standard troubleshooting :)

Still no cure for this... I'm about ready to just sell it to Gamestop and be done with it.
