Unable to test my connection. Help please.

I've been having trouble connecting to LIVE today. In my network settings, If I select either the wired or wireless choices of connection, I'm not able to test my connection at all and instead I get an information pop-up that's useless. I only ever use a wired connection to a Netgear router. My ethernet cable is plugged in to that and my Xbox.  My NAT is also open. So what is the problem here? I haven't had this issue before and my ISP (Cox Communications, local to Arizona) recently took down their service for routine maintenance, which is up and running now. Could that be related to this?
